Hi Carla, At the moment, you have to type in the time instead of picking it. You don't need punctuation, so you can type 700 for 7 o'clock or 315 for 3:15.
I would suggest copying the link to a note and putting a title on it so you know what the link is. The easiest way to copy it is probably to have VoiceOver speak it and then tap four times with three fingers to copy it to the clipboard.
