Good day. As Sieghard said, rows only shows up if you are in a table. It is not one you can choose from the VoiceOver Rotor settings. I am able to use rows when in tables with no issue, aside from finding the rows option in my many web-enabled rotor items that is. I have also used rows when viewing a table within a podcast. For me, rows appears several turns to the left when in the rotor.
