If the file is too large iOS will automatically suggest that you sent just a link and the recipient can still view the video by clicking on said link.

At the bottom of the screen is a picker where you can select the camera mode. When you get to that picker, you can use the up and down arrow keys on a Bluetooth keyboard or flick up or down with one finger until you get to the video mode. You will e told whether you are focused on a person or not. After that, you can VO left/right arrow until you find the record video button. Then press VO Space on a Bluetooth keyboard or double-tap.
