Sadly, there are some pages that just do not work correctly with VoiceOver. Do you have a computer to try it on?
Rarely, if I do the three finger swipe up to scroll below the troublesome field and then do left single finger flicks to get back to it it becomes useable. The other thing to check, is if it is a picker item and you double tap on it, check lower on the screen. Sometimes, the picker list is near the bottom.
