This is a new feature of iOS 14 called VoiceOver Recognition. There are three parts to this setting, and text recognition is turned on by default. The setting can be found under Accessibility / VoiceOver / VoiceOver Recognition. I believe you can find more information and even a podcast about it on AppleVis.
