I'd try turning it off again, and then power off your phone. Power it up and see if it held the off setting.
If not, I'd call Apple Accessibility. You didn't say which phone you have, but if it is an SE 2020 or any of the phones without a home button, there is an easy way to do what you want. Also, with older phones with home buttons. Before you try the method for the newer phones like the SE 2020 or the ones with no home button, I would suggest turning off the Emergency SOS that uses the up volume plus side button. Then, if you hold those two buttons in for about 6 to 10 seconds, the phone will reboot. If you use a pass code, it will ask for that when it comes back up. With the older phones holding the power button/side switch and the home button for about the same length of time also reboots those phones.
