Yes. Keep in mind it is designed for people who are unable to do the standard gestures. I would recommend reading about the commands and especially how to enable and disable Voice Control with Siri, which is as simple as Turn on Voice Control, and Turn Off Voice control after you enable it in settings and download a small bit of data. I recommend only using it with headphones along with VoiceOver as it may mistake your VoiceOver talking for commands.
It does use more battery, so be aware of that if you decide to try it. I personally do not use it but experimented for a while when I was teaching the iPhone and had some clients who could not do the gestures.
