Yes, that is the way it is suppose to work! But for me, after it says 
downloading zero percent, it just sits there and does nothing, then it just 
lands on the install button again. And unfortunately, it is still listed under 
the available apps.
I have tried so much, plus Apple Accessibility had me do lots of stuff.

They even ran 2 test, one on my watch to see if the hardware was working 
correctly, and one to see if there were any issues with my phone and watch 
communicating with each other.
They even asked me to make a screen recording of me trying to downloading an 
app to my watch and send it to them.

All of this is going to be sent to the engineers for them to look at.

I hope a solution is found, because I am very curious to see what is the 
problem. The only thing I can think of that I have not done is reset my phone 
and set it back up.
