I would have thought the same but for some reason handoff on both devices has to be on. Unlike adding my iPad to the phone list in settings. I believe handoff is meant to be able to flick between multiple devices / apps. So you could go from your phone to your tablet to your watch to your computer and back to the phone if you realy wanted to But I don’t know that handoff is really the phone call side of things, I always thought handoff was document related I never really thought of it from the phone side of things.
