You can go to the VoiceOver settings under Voiceover recognition. You may also have to add screen recognition and image recognition to the rotor but start with turning them off in the VoiceOver Recognition settings. It is designed supposedly to help when an app developer doesn't use VoiceOver accessible labels, which sometimes helps, but mostly is a problem in my experience. Rather than forcing developers to do things right, Apple is trying to help us out to make things more accessible. This is a new thing, so maybe it will get better in time.
