On the Orbit displays, the Toggle Shift is dot 4, plus dot 8, plus spacebar. If you don't have an Orbit, open the VoiceOver Braille settings. Find your device and flick up to More Info and double tap. Double tap then on Braille commands. Flick right to keyboard and double tap. Then, the Toggle shift is near the end of that list.
