It sounds like you might be confusing the character and word rotor setting with the typing feedback settings. The rotor settings control how far you move through the document. The settings it sounds like you want are found in Voiceover just past the "rotor actions" settings. Once you double tap the typing button, flick right until you reach the "typing feedback" setings. Double tap this and then select what you want from there. Remember that you can have different settings for software and hardware keyboards so check that to make certain that you're getting the typing feedback you want. Hope that helps.
