Have you tried the US Library of Congress web site? I don't know about
Voice Over accessibility, but I was a part of a study to help make this
sight more JAWS user friendly through the University of Wisconsin,
Milwaukee.

Subject: Newspaper archives
Hello listers,
I am doing a dissertation in the UK and need to access newspaper archives
going back to the first world war.
Has anyone come across a voiceover friendly archive site? I don’t mind
paying for access.
With many thanks
Ian
