I agree with Sieghard on all counts. Face ID works quite well, blind or not, and also finger dexterity might make entering a passcode hard, but it shouldn’t effect touch ID since you just have to touch the home button after training it, and training it is just touching it at slightly different angles until it learns your finger.
And, on upgrading, unless you need a new phone right now because your current phone is malfunctioning, wait and see what the 13 offers, plus, the 11 prices will drop when the 13 comes out.
