Turn the rotor to speaking rate and flick up or down, this changes it in 5% increments, if you don't have speaking rate in the rotor you have to select it in Voiceover Settings > rotor In Voiceover Settings you can also adjust the rate in smaller increments if instead of flicking you double tap and hold on the slider, then drag left or right by very small amounts.
