Of course, start by opening settings. Then, if you have a 14 that whatever version of iOS look for accessibility; otherwise open general and find accessibility therein. Locate the voiceover button and tap it, I know this may seem counterintuitive but it will not turn voiceover off, rather it will open the voiceover dialogue. Find and tap the speech button, that will open another dialogue where you can find the settings you’re looking for.
