To add to what Brian says, go in and change it to some if you want the occasional punctuation, or none as he said, then go into the rotor settings and make sure that punctuation is not selected to be on the rotor. What I suspect happened is that the rotor was on punctuation and you accidentally flicked it to all. Any setting like that which you know you do not want to change on the fly, you should remove it from the rotor by making sure it doesn't say "selected" in the rotor settings under VoiceOver.
