I mean... I do believe it's a good thing that more plastic and accessories like that aren't being put out into the world, but I also definitely think that Apple's being cheap. More like a convenient and specious excuse for them to remove an item and cut the cost of production and logistics and still charge the same under the cover of being environmentally conscious. Either way though, it's not like not having the charger included is going to be a make or break decision for anyone who was thinking of buying an iPhone. Just more nickel and diming from Apple.
