I haven't set up a device from scratch for over a year, but after getting VoiceOver on, the first screen may speak in a different language than what you want, but if you double tap that button, it should orient to your default regions language. From there, It is a matter of following the prompts. You may want to call Apple Accessibility at the beginning stage and get them to help you go through it if you get really stuck, 877-204-3930

During the setup you will have a chance to do the wireless transfer from your other phone.
