Hi Don, Make sure you are signed in to your Apple account with the same Apple Id and that your computer is authorized (that is in the "Store" menu. There is also an option to download already purchased content.
However, I prefer to set it up so that happens automatically. On your computer (I assume It's a PC), go to "Edit" and "Preferences". Now find the "Store" tab. Here you can check to automatically download music, apps and books. If you do this and buy something on your iPhone it will automatically download to your iTunes library the next time you open iTunes. You can do the same on your iPhone, go to "Settings", "General", "Store" and check to automatically download music, apps and books or whichever you want. Now if you buy a song, a book or an app in iTunes on the computer it will automatically appear on your iPhone.
