Yes the voices can be removed, read the notes below to learn how.

 Note: If you only use the Siri voice for Siri the voices are not 
downloaded, they work from the Internet.
But, if you want to listen to or use the voices for voice over, the voices 
have to be downloaded to the device.
I did not know this until I downloaded all of them to listen to, from with 
in voice-over settings.

When this happened to me after I downloaded two Irish Siri Voices to listen 
to, and then I wanted to delete one of them, and only have the one Voice for
VoiceOver & Siri, Apple advised me to go to “LANGUAGE & REGION” in “SETTINGS 
& GENERAL” and then change the region from your region to another one, and
then go back into “VOICEOVER VOICES” and you can then delete the individual 
voices.  After deleting the voices, go back into “LANGUAGE & REGION” again,
and select your chosen region to be saved.  Steps below:
To delete unwanted Siri voices do the following:


list of 7 items
1. Go to “SETTINGS and double tap on it.

2. Swipe to “GENERAL” and double tap.

3. Go to “LANGUAGE & REGION” and double tap.

4. Change your default region to another one and double tap on change to 
whatever one you’ve chosen.

5.  Go to “VOICEOVER & Voices” and double tap on the voice that’s selected.

6.  Swipe to the voices you wish to delete and swipe up with one finger to 
delete and double tap.

7. Go back into “LANGUAGE & REGION” again and select your default region 
from the list of regions and double tap on it.

This will delete all Siri voices that you don’t want.

Well I thank you very much, this worked like a charm.  It's relatively 
simple as well.  For others that would like to remove the new Siri voices, 
and maybe
others, but I'm not sure, try the following:

Note: I use US English, so make sure you choose a region whose language or 
dialect you'll understand!
1. Go to Settings / General / Language and Region and do a single finger 
double tap to open.

2. Swipe to, Region, and do a single finger double tap to open.

3. Find your region and do a single finger double tap to select.  You'll get 
a confirmation dialogue asking if you're sure you want to change, so single
finger tap the, Change to..., region option.  You might or might not get a 
message stating that your iPhone will restart and it only takes a second or
2.

4. Now go to, Accessibility / Voiceover / Speech, and delete the voices you 
want removed.

5. Now repeat steps 1 thru 3, but selecting your original region.

I’ve been trying to delete the voices I don’t want, but the phone will not 
even let me do that!  According to Apple, we can’t delete any voice that is

giving me the weather conditions for Australia, as well as the time.  For an 
example the weather app is telling me today is Sunday April 29-2021 at 12:34 
AM, and the weather is 6 degrees.  I’m in the US and the temperature is in 
the 60’s time is 9:59 PM!  Thank you so much for all your help as it is 
appreciated.

If you do not want those rotor languages, flick up to delete and double tap.
You do not need other languages/voices unless you want them.
The only one you need is under speech, voice.

One thing to remember, Apple uses the word language, to also refer to 
voices.
It sounds like you have at least two other voices set.
Also, unless you turn it off under VoiceOver speech settings, when using the 
default voice if another language is encountered on the web or even in an 
email, VoiceOver will automatically switch voices.

Open VoiceOver, speech, and go down to rotor languages and see what you have 
there.
In that same area of the settings, speech, before the rotor languages is an 
item called, DetectLanguages that you want to say Off.

there, and rather I’m  reading the news, or just swiping the voices will 
suddenly change!  I only know one language and that is US English, that is 
wy I wouldn’t have added language to the rotor.  Apple says they haven’t 
heard anyone else talking about this issue that I’m having!  Can you 
imagine!  LOL!  This isn’t good!

You cannot remove language from the rotor, it appears if you have more than 
one language selected, that is, a rotor language as well as the default 
language.
So, if you only have the default voice, my understanding is, you should not 
see Language in the rotor.

flic up again voiceover reads move up, I flick up again voiceover reads 
activate default.  The language is still in my rotor.  I restart my phone, 
but then another language comes up when the phone comes on.  Does anyone 
know of any other way to deselect an item from the rotor, if so, I would 
greatly appreciate if you would share!  I don't even know how language snuck 
in to my rotor, as I never put it there.  I'm hoping I don't have to make 
another call back to Apple.
