You cannot setup Hey Siri without going through the steps of training her to your voice, or at least a voice. I just tried it on a phone that had no Siri history.
You can turn on using Siri with the Home Button, but whether you do that or not, if you try to turn on Listen for Hey Siri, and do not go through the training steps, it stays turned off.
