By opening Message, double tap on compose, pick the recipient, double tap in the text field, then, either type it with an external QWERTY or Braille keyboard; or with the onscreen keyboard, which I admit is a drag; use a onscreen braille software app; or the built-in braille entry, or do a two finger double tap and dictate the message; then stop dictation with the same method, then double tap on the send button. Or, continue sending with Siri without the sound; which to me having the sound and Siri say Message Sent is redundant anyway; but if someone wants the sound that bad, that is what they need to do.
