I looked on my SE 2020 and I do not see a way to set a sound for outgoing texts. There is a sound setting for incoming texts but not outgoing. I find this interesting because I had a sound set for out going texts and it used to play it. I did notice that it had stopped playing that sound but I thought it was just me but apparently not. :)
