Dan, Have her contact the Oregon Commission for the Blind. I used to work there until last September. They are really the only game in town, not to mention the State. 971-673-1588 IF she is looking for work, there are more services than through the Independent Living/Older Blind program because of funding. They have a great staff no matter which program she ends up in and will get her as independent as she wishes to become. Tell her to say I referred her.
There is a program in Oregon; and possibly other states, where a person can qualify through the Public Utilities Commission for a loaner iPhone if she cannot afford to buy her own. Frankly, some of the hassles dealing with their loaner phones caused me to strongly urge people to find a way to buy their own. But it is there for those who truly cannot do that.
