You need to contact Apple directly by both sending an email to 
[email protected]
and by going to www.appple.com/feedback
and filling out the form.
If people do not communicate directly with Apple, nothing will change.
Clearly accessibility is a high priority for Apple, so make it clear to them 
that this is an accessibility issue because you are not sure the message sent 
without having that sound to confirm.
unless of course Siri says the message was sent, then it becomes a personal 
preference thing...
