FOR VoiceOver users, after you start a recording, the record button becomes the stop button. Flick left with one finger until you hear something like "Card Overlay" and do a one finger double tap. You will now have a pause button. Once you pause, that button becomes the resume button. Flick right once and there is a Done button.
And for Julie's question, you can record for as little as 1 second; which of course would be silly. But there is no limit on the short side of things. The only limit on length is how much memory you have available to store the recording.
