I agree with Richard in that resetting all settings very well may fix it. A word of caution before you do it: The only time I have ever had to reset all settings was several years ago with my iPhone 6. I waited and waited, but VoiceOver never came back on, it is the only time I have ever had to get sighted assistance to do anything with my iPhones, being that triple clicking the home button didn't work, and Siri could not turn it back on, either. Everybody else says voiceOver comes back on for them, hopefully it will for you, too, if you go this route, but be prepared with some sighted assistance if it doesn's.

There is no setting like that. Perhaps going through the reset of your settings; but I think I'd call Apple Accessibility first. But you could reset all settings which means you will not lose any data, just all your settings; which can be tedious to have to go through. Maybe apple would have an easier solution.
