Well, if it is an iPod then yes, it could be a 6th generation. If it is an iPad Mini, it cannot be a 6th generation as those have not been released yet. The latest version of the iPad Mini is the 5th generation which was released March 18, 2019; 2 years ago.
The iPad Mini that was available in 2018 was the 4th generation. It could be that you are reading some Apple internal model information that is very confusing. Until the latest ioS, my iPhone SE 2020 was often shown as an iPhone 12.... Apple seems to have gotten their act together a little, but apparently not on your Ipad.
