James, What internet provider do you use? If Xfinity, and you don't use a lot of data, they have some great plans. The cost of the minutes comes with the internet package, so all you pay for is data. If they still offer it, we are on the 1 GB plan, since neither my wife or I use much data. We are usually on Wi-Fi for web stuff and streaming. It's around $12 per month plus taxes so around $16. You can go up to unlimited data I think for $45ish. I don't know if they allow shared plans outside of the 1 GB plan though.
Consumer Cellular too I think has good plans. And if you put them, Verizon tMobile, and the rest have good deals. Check if any of them have a disability/accessibility department and start there. I don't recall under which setting it is, but if they use the search box at the top of the settings screen they can find it. You may have to contact your carrier about Wi-Fi calling. But the theory is that it helps when a cell signal is weak to give a better connection, I think. I don't think it gets you around using minutes if you are actually on a phone call. Minutes should only be used during calls. Data, on the other hand, is used up while on a cellular (non-wi-fi) connection doing things like surfing the net, email, etc. If it is your data being eaten, see if you can connect via Wi-Fi and turn off cellular data so you only use data when on Wi-Fi. That will work until you are not on a Wi-Fi network. But, check with your carrier about the wi-fi calling bit.
