If you have phone drop-outs then you probably need a cellular signal booster or if you do have a good Internet connection and WiFi signal around your apartment or house you can make sure WiFi Calling is on which is probably the easier and less expensive option because really good cell boosters are expensive. You can also check which carriers offer service in your area, e.g. Verizon, AT&T, T-Mobil or Sprint and ask people who live nearby which one has the best coverage.
