Unless the phone was bought unlocked from Apple, the carrier needs to unlock the phone, not the consumer. If you are buying it used, the person needs to contact their carrier and request the unlock. The person has to have paid off the iPhone and have waited a particular period if they got the phone through a promotion. My carrier offers a $250 discount when someone buys a new iPhone, but customers cannot cancel their service or have it unlocked immediately.
