Where is the PDF file, somewhere online or on your computer? If it is on your computer the easiest would be to use Dropbox or OneDrive, if you don't have either one the next easiest thing would be to email it to yourself, then you can forward the email from your iPhone although of course you can simply share it with another person by email directly from your computer. If you email it to yourself you can also save the PDF attachment on your phone, best place is probably the Files app, then you can share it from there any way you like, by email, by message, Airdrop or whatever.
