I would definitely have them turn off automatic updates until before iOS 15 is installed in a few weeks. Folks do not understand that Apple needs to release the new iOS before it sells the new phones, whether or not the software is fully ready. No, the company will not sit on millions of iPhones in warehouses while software engineers write code and squash bugs.
