In iOS 15, there is another layer to successfully get sound notifications. Open Settings, Mail. Double tap on Notifications. Now, swipe right with one finger until you get to Customize Notifications. Double tap on that. Now, you have separate settings for each mail account. Make sure you have what you want set for the sound here.
You can also get to that screen through the main Settings, Notifications.
