Where you dialing from? I'm sure you can do it all with numbers; usually starting with 0 - From the US to dial UK, 01144, followed by 10 of their digits; never include our leading 0, that is for internal use only. But as far as I know, and given this used to be done with old phones that had none of this digital stuff; it had to be; so you just need the local number for dialing international, then the country code, then the full number for the individual in that country.
