I think it may depend on your phone, Wallet works fine on my iPhone 11 and also on my wife's iPhone 11 Pro, she is sighted, but I tried it with Voiceover turned on and I can also swipe left and right. In any case, I believe in the Applevis article it said you can still use Wallet as long as you don't swipe but explore by touch.
