Not as of yet that I have heard about. I am pretty sure Jonathan isn't doing one though maybe I'm wrong.
I suspect anna Dresner might, but it takes time after a release to pull all the changes together and having just looked at the added settings in VoiceOver, I am very glad I retired from teaching last fall. Read the Applevis article and that will only scratch the surface of the additional settings available.
