If you are in the Photos App, with a list of photos on screen, swipe right until you reach your last photo. Swipe right again and you should have a Select Button.
Double-tap the Select Button. Now you can double-tap the photos you want to select. VoiceOver should announce their selected status. At the bottom of the screen there will be a Delete Button which if double-tapped will delete your selected photos.
