People can't contact you with Do Not Disturb on if you disable the feature where a call which is repeated within 2 minutes it let through, but of course you also have to make sure you don't allow Emergency Bypass for some people. This is much easier now in iOS 15 because if you really want a Focus where nothing comes through you can create one and call it something like "Church" or "Total Silence" or whatever and really turn off everything.
