Since I just heard about Good Maps Outdoors this morning, I'd be very interested to know why you do not think it is a suitable replacement for Nearby Explorer? Is it the onboard maps? Nearby Explorer is no longer in the App Store.
I am pretty sure now that Good Maps Explore replaced Nearby Explorer, so only those who already purchased the full version with the downloaded maps will be able to use it. Otherwise, on the surface of things, Good Maps Outdoors is just Seeing Eye GPS with a new name and I suspect then, only online maps. Though, they have added some features for way points ...
