Hi I experienced the same situation when I was setting up my new iPhone 11 several months ago. The developer informed that this sometimes happens, an app in the app store shows that it hasn't been purchased when in actuality the app has been purchased. If you are currently using the same Apple ID that you used to purchase the app, just tap on the price & the app will download wwithout charging your account. If you you have your copy of the purchase receipt or get a copy by going into purchase history within the app store my account, the developer will send you a code to use to redownload the app.
