When I got into a long delay, I called Apple Accessibility and ended up having to reboot both phones at the same time. The update probably has to finish before it will let you do squat. I've given feedback to Apple before about the 30 second (explitive) but it will take a lot more feedback to get them to change that I guess. Perhaps we all need to put it to them as an accessibility issue and have new phones switch to never, or 5 minutes as sooon as VoiceOver is turned on. Good luck.
