Explore by touch is not an option, it simply means you don't swipe but move your finger around on the screen until you find what you are looking for and then you double tap. For example, on the home screen if the first row of apps is App Store, Settings, Camera and Photos you can find Camera by touching near the top and let's say you land on App Store, you then swipe right twice to get to Camera or instead of swiping you can drag your finger across because one assumes you know that the Camera app is in the same row but to the right and then once you find it you double tap.
