And you may be in a situation where you might not want to show somebody who is threatening you that you are about to call 9 1 1, e.g. you pull out your phone, you have to unlock it, you have to open the phone app, you most likely have to tap the dial pad since I rarely have it active using mostly the Recent Call or Favourites tab, then you have to tap out 9 1 1 and tap Call. In a true emergency you may also have difficulties doing all that calmly, e.g. what if you are trying to get out of your house or building when it's burning down around you? Holding down the side button and one of the volume buttons is a pretty easy and straight forward proposition and most people could probably do it while running down a staircase.

I believe, and this is not confirmed, that releasing the buttons before the call is placed stops the call from happening, but if you truly want the authoritative answer, call Apple to confirm.
