OK, I just updated to iOS 15.1 today and did a Google search on "Adding 
vaccination passport to Apple Wallet".
I found a number of articles, but since I know the website iPhoneInCanada often 
has very good information, I looked to see if they had something on that topic 
and sure enough I found the below article:

Here is what it says in the article, it really is very short and no long and 
complicated explanation is required:
The ability in iOS 15.1 to let you save your vaccine card to the Health app and 
Apple Wallet means no longer showing a screenshot of your QR code.
Instead, you can quickly access your Vaccination Card from the Wallet app on 
iPhone (double-tap the Sleep/Wake button for those with Face ID; double-tap the 
Home button for those with Touch ID).
For those in B.C., we just verified the latter’s vaccine card QR code can be 
stored in the Health app and Wallet on iPhone.
In a nutshell, all you need to do is aim your iPhone camera at your vaccine QR 
code, then tap the link to open it in Health (it’s yellow), and tap “Add to 
Wallet & Health”.
After that, you’ll have a spiffy Vaccination Card in the Wallet app, as seen

If your province or territory supports the SMART Health Card spec, you’ll be 
able to add your vaccination card to both the Health app and Wallet app on 
iPhone.
The SMART Health Card QR code format is currently supported in B.C., 
Saskatchewan and Quebec, and is a requirement of the federal government.

 to create a version of their vaccine QR code to store in the Wallet app.
Some provinces such as Alberta and Quebec need to delete their QR codes and 
download new ones, as they have been updated to support the Health and Wallet 
app.

Once I read this I thought I give it a try and I must say true Apple magic 
occurred and it took me all of 30 seconds and I had my COVID-19 immunization 
record in my Wallet as well as in the Health app. I should say that it was easy 
because I already had it downloaded as a PDF file and saved both in Dropbox as 
well as the Files app. Since it said I was supposed to scan the QR code, I did 
the following:

1. I opened the Dropbox folder where I had the file saved, I opened it and made 
sure it was maximized.
2. I unlocked my iPhone, brought up the Control Centre because I have the Code 
Scanner available there, I think it is there by default, if not you can go to 
Settings > Control Centre and add it to be visible.
3. I opened the Code Scanner and walked to my laptop and after lining up my 
iPhone to point to the middle of the screen from about 18 inches away (45 cm) I 
slowly moved my iPhone first a bit to the left and then to the right.
4. On my screen I think it was a bit to the right where the QR code was 
recognized and I then had the option on the screen to add it to Health and 
Wallet, I tapped on that and it was done.

I then opened my Wallet and my vaccine passport was displayed there, I presume 
the QR code is there, but also my name, which vaccine I received and the dates 
when I had my first and second shot.
In the Health app you can tap on the Browse tab at the bottom and then under 
"Other" I now had a new item called "Immunizations" and once again the passport 
was there and I can access it from there as well.

This is definitely quite nice and a bit more convenient than having to open the 
PDF file or screenshot in the Files app, Dropbox or OneDrive.

I assume if you already have a print-out of your passport you can simply use it 
and it would probably be even faster, I would just lay the iPhone onto the 
page, bring up Control Centre and open the Code Scanner and then slowly lift it 
straight up away from the page until the QR code is recognized. Worst case 
scenario is you can't get the QR code to be recognized by Code Scanner in which 
case just ask for sighted help or maybe an Aira agent could do this as well. I 
actually don't know if you have to use Code Scanner or if you could use the 
regular camera app, I did briefly try with the camera first, but when it didn't 
work right away I switched to Code Scanner which is a more dedicated way to 
scan QR codes.

The ontario website says you can put your vaccination certificate in health on 
iPhone running IOS 15 or later.
I can try with a family member's phone and let you know how hard it is to set 
up.
Of course if you don't live in Ontario, you'll have to check with your province.
