Hello Ramy, If there is a folder in a particular position on the screen, there is a spot immediately to the right that will let you put an app in the position where the folder was without putting the app in the folder. So find the folder and slide your finger just slightly to the right. You should hear a click, and VoiceOver will tell you which row and column you are on. Release your finger when you're in the right place.
