Your Files app should be syncing, I suggest you go to Settings > Your Name at the top and then find iCloud in the list and see what is turned on or not, make sure you do this on both your iPhone and iPad. iCloud Drive should be turned on and I believe this should sync the content of your Files app, also make sure Wallet is turned on As for your email and contacts, you do use Gmail so if you haven't changed Gmail online to use the POP protocol and you have your Gmail account set up on your iPhone and iPad correctly selecting it as the account type when you first start, then enter your Gmail address and password, all your emails should be kept in sync between your iPhone and iCloud. I am not entirely sure if this includes Contacts, I believe you used to have to sync them in a different way with Gmail as well as Calendar which is why I always felt Outlook.com was an easier option because once you set up an Outlook.com account you are given the option to turn on all these things, mail, contacts, calendar, reminders and notes. But the point is that if it is set up correctly all these things should sync and I don't believe iCloud has any part in this because you can just as easily set up a Gmail account on two PC's and it will keep everything in sync and of course there is no iCloud on a PC.

You may have to be more specific here as to what data you exactly mean, but the short answer is that you sync via iCloud as long as whatever app or apps you are referring to support iCloud syncing. There may also be apps like Audible which simply sync things like the place where you stopped listening to a book via their own service and as long as you are signed it to Audible on 2 or 3 different devices using the same Audible account it will be fine. The same applies to email if you use Gmail or Outlook.com, I have an Outlook.com account and use Exchange for my business and all I have to do is set up my account on a new device and all my emails, contacts and everything syncs to the new device from Microsoft servers.
