This seems to be fixed in iOS 15.1, but what happened before was that if you 
selected "Update All" it worked as expected, but if you updated each app 
separately by tapping it's update button the count did not decrease. For 
example:
Let's assume I have 7 updates so it would say "Update All, 7"
Then let's say I tapped on "Update All, 7". It would start downloading and 
installing all updates and Voiceover would announce 6, 5, 4 etc. so basically 
it correctly indicated how many were left as each update was downloaded and 
installed.
However, if I flicked to the first update and tapped the install button for it 
and then I went to the next and tapped the update button these 2 updates would 
be installed, but prior to iOS 15.1 it would still say "Update All, 7" even if 
two had already finished downloading and installing. If I did a screen refresh 
by swiping down with 3 fingers it would then correctly say "Update All, 5".
As I said, I just tried this in iOS 15.1, I had what I used in the above 
example, 7 updates, I then tapped update on 2 of them and as they were 
downloading I went back to the "Update All, 7" button and it then counted down 
to 6 and 5 as the two apps I had tapped for updating finished downloading and 
installing.
