I don’t’ find any old iOS updates on my phone or in iCloud. Once you install them, they are no longer sitting there.
What makes you think the iOS updates is what is taking up your memory? You can check by opening Settings, General, iPhone Storage. All the apps will be listed there in descending order of size, largest apps first. If you have an iOS update waiting to be installed, it will be there as well. How much memory is shown as available?
